CBN Will Publish Names Of Treasury Looters Soon – Buhari

President Muhammadu Buhari says the Central Bank of Nigeria (CBN) will soon publish the names of officials of the last administration who stole public funds and the amount surrendered to the coffers of the Federal Government. The President told guests at the 15th session of the Anyiam-Osigwe Foundation Lecture in Abuja on Friday that the CBN had not published the list to avoid jeopardising investigations and further recoveries.

Addressing the gathering on the administration’s fight against corruption, President Buhari gave more revelations on the nation’s stolen funds which had garnered various speculations in the last few months. According to the President, the war against corruption is gathering momentum. “As I stated recently, a good number of people who abused their positions are voluntarily returning the illicit funds. I have heard it said that we should disclose the names of the people, and the amount returned. “Yes, in due course, the Central Bank of Nigeria will make information available to the public on the surrendered funds, but I must remark that it is yet early days, and any disclosure now may jeopardize the possibility of bigger recoveries.
“But we owe Nigerians adequate information, and it shall come in due course. It is part of the collective effort to change our land from the bastion of corruption it currently is, to a place of probity and transparency,” President Buhari explained. “No Friend, No Foe". He also told the gathering that Nigeria’s rating on the global corruption index had risen rather than dropped. “Quite frankly, the anti-corruption war is not strictly about me as a person, it is about building a country where our children, and the forthcoming generations, can live in peace and prosperity. When you see dilapidated infrastructure round the country, it is often the consequence of corruption. “Poor healthcare, collapsed education, lack of public utilities, decayed social services, are all products of corruption, as those entrusted with public resources put them in their private pockets. That must stop, if we want a new Nigeria. And that was why I said at another forum that people need not fear me, but they must fear the consequences of their actions. “Corrupt acts will always be punished, and there will be no friend, no foe. We will strive to do what is fair and just at all times, but people who refuse to embrace probity should have every cause to fear,” the President said, reiterating his commitment to ‘killing corruption’, a promise he made during campaigns.

EXPOSED: EX-NIGERIA FINANCE MINISTER OKONJO-IWEALA CONFESSES: I PAID DASUKI $322m FROM ABACHA LOOT. WAIT FOR IT.... BUT IT WAS A LOAN

Former Minister of Finance Ngozi Okonjo Iweala yesterday said she had paid former National Security Adviser to the President, Col Sambo Dasuki (rtd) $322m (about N63billion) from recovered Abacha funds to finance military operations.

The immediate past minister of Finance, Ngozi Okonjo-Iweala, has confirmed PREMIUM TIMES story on how she disbursed N61.4 billion Abacha loot based on the directive of former President Goodluck Jonathan. The money was disbursed on the request of former National Security Adviser, NSA, Sambo Dasuki, for arms procurement without the statutory approval of the National Assembly. On Wednesday, this newspaper revealed in an exclusive report how Ms. Okonjo-Iweala in a memo to Mr. Jonathan, approved the transfer of $300 million and £5.5 million (N61.4 million) to the Office of the NSA, shoving off accountability of the usage of the funds. In a statement Wednesday by the media aide of the former minister, Paul Nwabuikwu, the minister confirmed that the money was part of $322 million recovered Abacha loot, and that a committee set up by the Mr. Jonathan had decided that the money be disbursed for urgent security issues and developmental programmes. She was however silent on why she agreed to disburse the funds without the approval of the National Assembly, in clear violation of the provision of the constitution. She said just before the money was disbursed, the military hierarchy had accused her of not disbursing enough money for the prosecution of the war.“The central responsibility of the minister of Finance is to find sources of funding for the financing of approved national priorities such as security, job creation and infrastructure.“It will be recalled that throughout 2014, there were public complaints by the military hierarchy to President Goodluck Jonathan about the inadequacy of funds to fight the anti-terror war in the North East, resulting in Boko Haram making gains and even taking territories. “A lot of the criticism was directed at the Federal Ministry of Finance under Dr Okonjo-Iweala which was accused of not doing enough to find funds for the operations. “In fact, the ministry, on several occasions, had to call press conferences to provide details of budgetary spending on the military, to show, against the background of limited resources and other urgent national priorities, that it was doing its best on funding security. “It was about this time that some new Abacha funds of about $322m were returned with another $700m still expected to be returned. “Former President Jonathan set up a committee, comprising the former minister of Justice, former NSA and the former minister of Finance to determine how best to use both the returned and expected funds for development,” the statement stated. However, she failed to explain if her role as minister of finance gave her the power to lend money to another agency of government. She also did not reveal the conditions under which the said loan was granted to the office of the NSA. (Loan.... Yeah right)

On why she abdicated the responsibility of ensuring the money was properly accounted for to the former president, Ms. Okonjo-Iweala curiously said the ministry of finance was not part of the security architecture. “But, as captured in the memo, she insisted on three conditions: (a) only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived. (b) the money was to be treated as borrowed funds which would be paid back as soon as possible. (c) the NSA’s office was to account for the spending to the president who was the Commander-in-Chief, given the fact that the minister of Finance is not part of the security architecture and does not participate in the Security Council,” she explained. Despite agreeing with PREMIUM TIMES story, she however described it as “baseless” and part of a campaign of falsehood orchestrated by the “Edo State governor, Adams Oshiomhole, and other powerful and corrupt interests” to tarnish her name.

EFCC GIVES "TOMPOLO" ONE WEEK TO APPEAR BEFORE THE COMMISSION OR RISK BEING WANTED

The Economic and Financial Crimes Commission (EFCC) has given former Niger Delta militant leader, Mr Government Ekpemupolo a.k.a Tompolo one week to appear before the Commission on Awolowo Road, Ikoyi, Lagos or risk being declared wanted.
In a letter from the EFCC, the Commission says it is investigating Tompolo for unclear dealings involving the sale of parcels of land worth about 13 billion naira to the federal government under the last administration. He is expected to appear at the EFCC training room on Thursday, December 17. A similar invitation was extended to Tompolo in November by the Head of Operations at the EFCC, Iliasu Kwabai but he failed to appear and no correspondence was received from him.

Government Ekpemupolo a.k.a. Tompolo, a former militant has risen to become a strong ally of the federal government, and a billionaire businessman especially under the goodluck administration. Only three years ago, he was a fugitive. In May 2009, Brigadier-General Sarkin Yaki Bello, commander of the Joint Military Task Force, JTF, in Niger Delta, had declared Government Ekpemupolo the most wanted man in Nigeria and his band of militants in the Gbaramutu creeks of the Niger Delta as executed the killing of 11 soldiers – one officer and 10 junior men. It was just one of the many instances of the militants’ atrocities.
The militants had been running riot in the Niger Delta, perpetrating illegitimate bunkering, operating illegal refineries, vandalising oil pipelines, engaging in kidnapping and doing piracy. And Tompolo was in the thick of it as one of the leaders. The JTF was intent on doing him in. Tompolo did not only becomea free man, he became untouchable by the goodluck administration that only five years ago, considered him an arch enemy deserving of extermination. Despite his violent past and little education, he is one of the most influential Nigerians today. There is no doubt that he is very close to President Goodluck Jonathan. To ascertain this, Jonathan's government invested the Global West Vessel Specialist Limited, GWVSL, a firm widely believed to be owned by Tompolo, with a contract worth $103.4 million (over N15 billion) to supply 20 vessels for the use of the nation’s military authorities to secure the waterways. Director-General of the Nigerian Maritime Administration and Safety Agency, NIMASA, Ziadeke Akpobolokemi, back then sent a memo titled, “Award of Contract for the Strategic Concessioning Partnership with NIMASA to Provide Platforms for Tracking Ships and Cargoes, Enforce Regulatory Compliance and Surveillance Of The Entire Nigerian Maritime Domain,” to President Goodluck Jonathan. In considering the memo, President Goodluck Jonathan and Akpobolokemi chose GWVSL as the preferred company for the 10-year concession agreement. The concession is renewable for two terms of five years each. Jonathan, in a memo dated 9 November 2011, with reference number PRES/99/MT/61, approved Akpobolokemi’s memo, which the Federal Executive Council rubber-stamped on 5 January 2012. N124bn was generated in revenue to the federal government by GWVSL which Jonathan sent a memo to the National Assembly, urging it to discountenance an earlier one submitted by the late President Umaru Yar’Adua. Yar’Adua’s memo sought to create a coastal guard, comprising all security agencies, to man the country’s maritime domain. President Jonathan, Akpobolokemi and Tompolo are from the Niger Delta, whose people have for many years been expressing infuriating that they are being oppressed despite the fact that the geographical area produces the oil that enriches Nigeria. More importantly GWVSL was a private company that provided the entire $103.4mn fund for the exercise it recouped the investment from surpassing NIMASA’s annual revenue collection profile. “Under the NIMASA Act, it is empowered to take charge of administration and the safety of our waters. And under the same Act, NIMASA has been empowered to carry out its functions, duties and responsibilities either by itself or through any institution of government or in partnership with any agency of government or through or in partnership with any natural person or limited liability company like the Global West Limited which has now entered into a partnership with NIMASA”. Critics, mostly northern leaders, accused the then President Jonathan of secretly pursuing an ethnic agenda and wondered why what they called a sensitive contract that borders on national security should be handed to a private company. The disenchanted leaders cited the abrupt deployment of former Minister of Transport, Yusuf Suleiman to the Ministry of Sports for once querying Akpobolokemi over the Tompolo issue. Suleiman eventually lost his job as Transport Minister for speaking up. 

Gradually, Tompolo’s fame as a vicious war general but a principled and magnanimous leader to his forces spread through the creeks. He had moved back to Okerenkoko to establish Camp 5 as his headquarters. Camp 5 was originally a private property called “Abuja” in the neighborhood from where he and his colleagues started the struggle. And gradually, the money began to flow in – from the various rackets of political and corporate protection, to illegal oil bunkering. He was effectively leader of the Delta State and of the Niger Delta militants’ battle against oppression. As Convener of the Ijaw Youth Leadership Forum, IYLF, the umbrella body of all Ijaw young militants, Tompolo was, and is said to still be, providing mentorship and logistic support for all members. Across Delta State, he contributed to strengthening other militant groups. One example was Mujahid Dokubo Asari’s Niger Delta People’s Volunteer Force, NDPVF, to which Tompolo not only provided field fighters but also supplied the necessary arms and ammunition that ensured Asari’s successful commencement of his military campaign against oil installations.

Tompolo’s intervention also helped to check the rampaging influence of Ateke Tom’s Icelander Group.Tompolo’s profile and stature soared in 2006 when he gathered his fellow group leaders from across the Niger Delta at Camp 5 to accord their struggle a definite name and platform. Besides, the new platform was meant to be immediately used to press for the release of Asari and Diepreye Alamieyeseigha, the former Bayelsa State governor, both of who were incarcerated by the federal government. So it was at Camp 5, Tompolo’s headquarters, that the Movement of the Emancipation of the Niger Delta, MEND, was formed. So if any of the groups attacked any oil installation or kidnapped any figure, it was MEND that would admit responsibility for the act. By 2009, Tompolo had amassed so much influence in Niger Delta affairs that even powerful figures in the zone looked up to him for economic and political empowerment. Reliable Niger Delta sources affirmed that his influence sustained his kinsman, Chief Wellington Okrika as Executive Chairman of the Delta State Oil Producing Areas Development Commission, DESOPADEC, for so long. Tompolo was also said to have virtually single-handedly enthroned Godwin Bebenimibo, a retired Superintendent of Police, as Gbaran III Agadagba, the traditional ruler of the Gbaramatu kingdom.

Senator Dino Melaye representing Kogi West Senatorial District has since 2010 illegally operated bank accounts in the US, according to bank statements obtained by SaharaReporters.

Mr. Melaye, who once styled himself an anti-corruption activist, opened two accounts--one a current account, the other a savings account--in the name of “Daniel Din Melaye,” posing as a student. SaharaReporters learnt that, by leaving the impression of himself as a student, Senator Melaye was able to open a “CampusEdge” current account with account number 4460 1649 8396 and a regular savings account with account number 4460 1647 5966 with Bank of America in the state of Maryland. Senator Melaye obtained a bank debit card with account number ending with #8873. It is the senator's transactions with the debit card that gave away him away as the owner of the accounts.

One of Mr. Melaye's last transactions on the account took place on December 4th as he approved payment for a transaction relating to the purchase of cosmetics from a Kremlin-based MagnitKosmetik store. Also, on September 1, Mr. Melaye approved payment to a New York-based Schweiger Dermatology. Mr. Melaye's operation of the foreign account while he is an elected public officer of the Federal Republic of Nigeria is a violation of Nigerian law. The breach could cost him his seat at the Nigerian Senate if he is successfully prosecuted by the Code of Conduct Tribunal which is currently trying Senate President Bukola Saraki, a close associate of Mr. Melaye's.

According to CHANNELS TV Over 50 shops perished with properties worth millions of Naira burnt to ashes after a fire outbreak hit the popular Abubakar Rimi market in Sabon Gari, Kano North West, Nigeria. Eyewitnesses told our correspondent that the fire started from the furniture section and some parts of the pharmaceutical section of the market around 7pm on Thursday evening. The fire was said to have raged for over 30 minutes before firefighters arrived at the market to control it. Although authorities were yet to react to the incident as at the time of the inferno but traders told Channels TV that there was no loss of life or injury from the fire attack.

Dasuki Lists Bode George, Odili As Accomplices In Arms Deal Scandal

Chief Bode George, a chieftain of the Peoples Democratic Party (PDP) and the former Rivers state governor Peter Odili have been named among beneficiaries of about N100 million each from the embattled former national security adviser Sambo Dasuki.

According to Sahara Reporters, a source at the Economic and Financial Crimes Commission (EFCC) revealed that the largess to the two PDP officials was diverted from funds meant for the purchase of arms in order to better equip the Nigerian military in its campaign against Islamist terror group, Boko Haram. Dasuki, who had made telling revelations in an earlier report following his arrest and interrogation by the EFCC, initially claimed he stole no funds, adding that the former president Goodluck Jonathan 
approved all his expenses related to arms deals. The confessions, however, began after he was shown the statement written by his former director of finance, Shuaibu Salisu, in which all those involved in the scam had been revealed to the investigators.

So far, twenty-one people have been arrested by law enforcement agents in relation to the arms purchase scandal. An EFCC investigator revealed that some of the detained suspects were now providing useful information after almost all of them initially exhibited resistance.
It was also gathered that Peter Odili and Bode George “may soon be invited to explain why they received N100 million ($500,000) each from funds budgeted for arms purchase.” Obviously Bode George the ex-convict will never learns because prison is calling him for the second time.

It will be recalled that President Muhammadu Buhari recently commissioned a panel to investigate how $2bn meant for the procurement of arms deal disappeared from the Central Bank of Nigeria, CBN. Col Sambo Dasuki, rtd, who was arrested yesterday initially claimed that he never diverted money meant for the procurement of arms as the former President, Goodluck Jonathan approved all his expenses related to the deals. His stand on the matter later changed soon after he was confronted with the statement written by his former Director of finance, Shuaibu Salisu who revealed the names of those involved in the scam. No fewer than 21 persons have been arrested by the law enforcement agents in connection with the arms deal.

Why Dokpesi collected N2.1 bn from ex-NSA Dasuki

Raymond Dokpesi, founder of Daar Communication, owners of Ray Power radio network and Africa Independent Television, has said the money he received from the office of the National Security Adviser during the administration of Goodluck Jonathan was payment for media and political campaign for the 2015 general election. I know right, one can only begin to wonder what the budget for arms deal has to do with advertising. No wander AIT wanted to kill us with documentaries over documentaries during the election. It was so obvious he had been bought off. Media is supposed to be unbiased but AIT was more than biased, they were sycophants Jonathan owned them.

Mr. Dokpesi was questioned by the Economic and Financial Crime Commission on Tuesday over the N2.1 billion he allegedly received from the office of the NSA. The Nigerian government has made high profile arrests in connection with alleged diversion of billions of Naira meant for procurement of arms for the fight against Boko Haram. A former National Security Adviser, Sambo Dasuki, is among those arrested. Mr. Dokpesi’s lawyer, Mike Ozekhome, had earlier told PREMIUM TIMES his client had written to the EFCC informing the anti-graft body it never did business with the NSA’s office. “What I know is that the EFCC wrote to Daar Holdings asking for a list of directors and whether it has done any business or contract with the office of the NSA in the past and how much was involved,” the lawyer said in a telephone interview. “We wrote them a reply to say Daar did not do any contract with the office of the NSA and we are ready to give them all the information they need,” he said. But according to the News magazine, Mr. Dokpesi, in statement released by his company on Wednesday, explained he was invited by the chairman of the EFCC, Ibrahim Magu, to “shed more light on some payments that were made to him through the office of the National Security Adviser to the former President, Malam Sambo Dasuki”. “Dokpesi explained to the EFCC officials that the N2.1 billion that he collected from the former NSA was payment for publicity and media political campaigns during the 2015 General Elections,” the paper quoted the statement as saying. Mr. Dokpesi “made his statement on the various media exposures and campaign transactions which were dutifully carried out based essentially on contractual obligations/relationship”, the statement added. The statement was however silent on why Mr. Dokpesi received payment for a political media campaign, which ordinarily should have been the prerogative of the Peoples Democratic Party (Mr Jonathan’s party), from the office of the NSA. Following an interim report released by a presidential committee investigating arms procurement in the last administration, which revealed extra-judicial spending of up to N643.8 billion ($32,190,000) and a further $2.2 billion, the EFCC set up a special panel to probe how the monies were spent.  The investigation is still on-going and more senior officials in the last administration are expected to be quizzed on the disbursement and spending of the monies.

Aging is inevitable, but maturity isn’t. Some people go their whole lives and never gain any of the attributes of age: a polished skill set, wisdom, perspective. But even worse than all the people tearing through their existences without learning a thing are those who believe, wrongly, they’ve found the key to being grown-ups. Rather than actually learning or growing, people feign the act of maturity with simple tricks that actually have little to do with maturity. Here are five things that people mistake for signs of maturity.

1. REFUSING TO ARGUE

When people think of indulged children, the image of a bad tempered, disagreeable kid arguing about everything comes to mind. Maybe that’s why some people come to see any form of debate as immature. When conflicts or argument arise, silence is not the behavior of a grown-up. If a person is silent in the face of a disagreement or a potential disagreement, there may be several reasons for that: they are frightened and incapable of dealing with conflict; they have absolutely no respect for the person they disagree with and feel the person’s opinion is unworthy of debate; or they lack the ability to articulate the superiority of their own opinion. Those are the reasons for silence: fear, arrogance, or stupidity. “I don’t like argument,” people say, I get it. No one but the worst people in the world enjoys conflict and arguments, but if we’re talking about growing emotionally, becoming better people, then we have to try. A lot of people also get hung up on the word “argument,” because they feel it is always over petty or trivia things. Sure it can mean that, but it can also refer to theoretical or logical arguments/debate. And the truth about argument is you get to learn what you don’t know, might be the hard way though but you learn and I do not see learning as a form of immaturity.

2. PLAYING DEVIL'S ADVOCATE ALL THE TIME

Playing devil’s advocate is not about articulating your feelings; it’s about expressing any contrary opinion. It’s reveling in your ability to simply provide the other side of the argument. Too many times people play devil’s advocate simply because they can, not for the proper reason of helping another see a problem more completely.A person who is actually mature can arrive at the truth of a matter without reflexively gainsaying everything put before them. You don’t get points just for understanding the other side of the argument; you prove yourself a grown-up by knowing whether or not there is validity to discussing alternative points of view.

3. SHUTTING DOWN A CONVERSATION INSTEAD OF ADDING TO IT

There are times when your perspective on the world will be invaluable – because only you have it in the exact way that you do, and it most certainly has the power to change the world, for better or for worse, in some regard. But that’s not always. And when your opinion – or what you think is a fascinating new lens through which to see the world – reinforces the status quo, disrespects the person with whom you’re engaging, and takes up unnecessary space, you’re actually not adding to the conversation. You’re shutting it down. And whether you realize it or not – whether you mean to or not – that’s oppressive.

4. SUPPRESSING EMOTIONS

At some point, people tell you growing up is about being quiet. About keeping an even temper. About going through life at a steady pace. Anyway, I’m here to tell you that is a lie. Being calm and quiet makes you boring, not mature. You get your thumb caught in a drawer, you scream, You see your co-worker slip on an actual banana peel and throw his feet into the air, going full parallel to the ground before falling on his head, you say sorry and laugh it off. That is not immaturity; that’s being alive. There are extreme wonderful and terrible things in life, and absolutely nothing about being a grown-up requires you to take those events and mute your response. There is no award for absorbing all the energy of the day’s events and compressing it into a tiny smile or grimace.

5. GIVING UP YOUR CHILDHOOD HAPPINESS

This is a very big mistake which is easy to understand. If the simplest definition of being a grown-up is that it’s the opposite of being a child, then the simplest shortcut to maturity is to do everything differently from when you were a child. This wrong-headed notion has made people suddenly refusing to do all sorts of things, like seeing cartoons, kids movies, skipping, singing out loud, or drinking through a Straw. The truth is when you are grown up, you develop the fears you never had. You have obligations and responsibilities you never wanted. When you are grown up, there is little or no time to do all the stupid things you loved doing as a child. But how much needlessly sadder is adulthood if you willingly deprive yourself of all the things you used to enjoy? Whom are you trying to impress? Who told you grown-ups couldn’t have action figures? That’s not the symbol of maturity.

Yes Nnamdi has been freed he just needs to pay his Bond, but in my opinion he should't be freed because he has successfully bred hate among'st some class of people using his radio Biafra as a channel and if freed today he will do more damage. By the way why can't his so called supporters in high places or activists raise the 2 Million Naira bail? Every army has the duty to protect its sovereign if it senses threat and Protesting for the igbo's break away from Nigeria, mounting blocking roads and generally causing unrest is Treason and a Threat to the Federal Republic of Nigeria. Protesting to get Biafra only means one thing and that is "WAR". This is exactly what they will do to Boko Harram members because Boko Harram is also a threat to the peace and stability of Nigeria. If you want to break away their are rules and guidelines, one of which is for the said Biafra leaders to submit their ply to the world court and proove beyond reasonable doubt why they want the Break. 1. Akolade Arowolo who he repeatedly stabbed to his wife Titilayo to death at least 76 times at their residence in Isolo, Lagos, on June 24, 2011. The 32-year-old man, Arowolo was arraigned for murder on December 21, 2011, after he murdered his wife, Titilayo, a Skye Bank employee, at their residence at No. 8, Akindehinde Street, Isolo, Lagos. Forensic pathologist, Prof John Obafunwa, who carried out the autopsy on the corpse of the deceased, had said there were at least 76 stab wounds on the body. He described some of the wounds as penetrating to heart, and damaged the organ and others including, the diaphragm, lung and the liver of the deceased. A Lagos High Court in Ikeja has sentenced to death Akolade Arowolo for the murder of his banker wife in February 2014

Martin Egbodi who killed his 36 year old wife Isioma during a 3 am fight in their Texas home on Saturday 22, march 2014, According to police report he knocked on his neighbors door and asked them to call 911 after killing her. The police arrived the scene to find her lifeless body and immediately took him into custody

3.Police were called to the Delaware home of a couple after an argument between the two turned violent. By the time authorities arrived, they found 37-year-old Adeyinka Adebamiro unconscious on the floor suffering from a stab wound to the upper body. Paramedics pronounced him dead shortly after their arrival. The victim’s wife of 10years, Temitope Adebamiro, has been charged with killing her husband. According to the Delaware Online News Journal. One thing led to another and the husband was stabbed.
